Grant Management; 

PHD developed a process for contracting local NGOs to deliver health and development services, which considered as a model for government and for development partners, including DFID. PHD experienced in Inviting Proposals, Evaluating & Appraising Proposals, Contract Negotiations and Contract Management, which is well recognized nationally and internationally including the Government of Bangladesh.

PHD developed performance management mechanisms to ensure optimum use of donor resources by using a comprehensive Management Information System, which can be used for assessing the performance of development programs and their impact on the poor. PHD demonstrated strong internal Financial Management Systems, and ensured NGOs’ accountability regarding the donors’ funds. PHD capacitated its partner NGOs on accrual based accounting systems through regular training, and in turn, received periodic financial statements and forecasts from NGOs in order to receive the next financial installments. PHD maintained annual contract with an internationally represented audit farm to externally audit each NGO account. Throughout the project period, PHD checked financial probity, and provided need based support and training for further improvement.

Based on our experience in grant management and understanding NGOs, UNICEF engaged us in selecting 44 NGOs from 554 (through screening, assessing and evaluating) for the HIV and AIDS Prevention Project. With the same capacity, we also extended our support as ‘regional advisor’ in designing and selecting the NGOs in the HIV program for the Indian government which was funded by DFID.

 

1. SUPPORT TO THE GOVERNMENT IN THIRD POPULATION & HEALTH PROJECT (1989-92)

With DFID’s support, PHD developed capacity of 38 local NGOs in service delivery, responded to natural disasters, supported the Ministry of Health and Family Welfare in coordination with NGOs, and carried out operational researches on MCH and FP activities. Total Value of the project was US$ 6,800,000.

2. SUPPORT TO THE GOVERNMENT IN FOURTH POPULATION & HEALTH PROJECT (1993-98)

With the support of DFID, CIDA, SIDA & Netherlands, PHD developed capacity of 56 local NGOs in service delivery, responded to natural disasters, supported the Ministry of Health and Family Welfare in coordination with NGOs, and carried out researches on MCH-FP activities. Total Value of the project was US$ 13,000,000.

3. SUPPORT TO THE GOVERNMNENT IN HEALTH NUTRITION & POPULATION SECTOR PROGRAMME (1999-2005)

With DFID’s support, PHD developed and promoted strategies to improve access to Essential Services Package (ESP) of Primary Health Care for the poor, particularly women and children through 36 NGOs by strengthening their capacity to contribute to ESP provision, to develop collaboration with GOB and other stakeholders, to demonstrate their roles in policy advocacy, and to adapt mechanisms for NGO collaboration for making ESP accessible to the poor. Total Value of the project was US$ 14,400,000.
