Brief of Activities

Specialist Services to Chars Livelihoods Program (CLP) of DFID

PHD has been engaged as the Specialist Service Provider (SSP) for inclusion of Primary Health Care - Family Planning (PHC-FP) Component in Chars Livelihood Project (CLP). In particular to provide technical assistance to the implementing partners (IPs) in designing health project; planning, managing, monitoring and supervising project activities; organizing project staffs’ training; orientating religious leaders, newlywed couples, community birth attendants and rural medical practitioners; ensuring clinical governance and quality assurance; utilizing funds;  and maintaining linkages with relevant government agencies/departments, NGOs, UN stakeholders in order to obtain their support and cooperation. PHD engaged a seven members’ technical team based in Bogra to provide Specialist Services to CLP and IPs working in 08 northern districts in Bangladesh (Kurigram, Gaibandha, Jampalpur, Lalmonhirat, Nilpharmari, Rangpur, Pabna and Tangail)

TA to the GoB under DFID’s Urban Health System Strengthening Project (UHSSP)

The Urban Health Systems Strengthening Project (UHSSP) is the 3rd component of a UK’s Department for International Development (DFID) funded urban health programme. Through the urban health programme, DFID provides support to Marie Stopes Bangladesh (MSB), the NGO Health Service Delivery Programme (NHSDP) funded by USAID and TA to the Government of Bangladesh through UHSSP. The intended purpose of this third component (UHSSP) is to provide focussed support to create a more harmonised and supportive environment for urban health through applying a systems approach.

UHSSP delivered four outputs-

  • Strengthened coordination amongst NGO partners, between the government ministries and other key urban actors/implementing agencies
  • Support the Local Government Division (LGD) to develop a common health management information system across the cities, incorporating data from various implementing partners
  • Harmonising demand-side voucher schemes for increasing  access  to  health services by the poor
  • Institutional strengthening and capacity building
  • UHSSP was jointly implemented by Options-UK, PHD and HISP-India.

Program Designing and Project Proposals Development

  • PHD provided TA to PKSF in designing its PRIME Health Program, which was implemented in five districts under the northern region of Bangladesh, and was replicated in PKSF working areas in southern region. 
  • PHD provided TA to USCC-B CANADA in building Institutional Capacity among 10 local NGOs in developing good quality project proposals for taking funding support from USCC-B
  • PHD provided TA to VARD for developing two project proposals, one for Cordaid on “Uphold Reproductive Health Rights through Promoting Institutional Deliveries” (URHR-PID) and another one is for GoB on “Procurement of Services from Community Clinics”
  • PHD provided TA to Sight Saver International (SSI) in developing project proposals for 4 Eye Care Service Providing Organizations on educating communities on primary eye care and empowering them to contribute in the elimination of avoidable blindness
  • TA to VARD in developing three project proposals on, i) Reproductive Health Rights, ii) Rights to Essential Services for Tea Garden Workers, and iii) Eye Care Rights of Disable Communities

Organizational Capacity Assessment followed by developing OD Plan

  • PHD provided TA to Sight Saver International (SSI) in assessing capacity of 9 Eye Hospitals and 2 Eye Care Service Providing NGOs and in identifying their Capacity Building (CB) and Organizational Development (OD) Needs

  • During 2007, PHD provided long-term comprehensive TA to Lifebuoy Friendship Hospital with financial support of DFID in- i) assessing both Community Needs and Organizational Capacity, ii) identifying program priorities in line with community needs, iii) developing OD plan for organizational capacity building, iv) developing of human resources through staff training, vi) updating organizational policies and practices, and vii) developing MIS and FIS systems
  • PHD assessed capacity of Magura Shishu and Eye Hospital supported by SSI using participatory tools and techniques, identified areas of interventions in order to improve the organizational effectiveness, and finally developed capacity to achieve Vision 2020

National Scale-up on UH&FWC Assessment

PHD implemented Save the Children supported National Scale-up on UH&FWC Assessment of DGFP. With the technical guidance of ICDDR, B, PHD conducted UH&FWCs’ Assessment in Sylhet, Barishal, Chittagong, Dhaka, Khulna, Rajshahi and Rangpur divisions.First phase of the project launched in March 2015, continued up to February 2016, and 2nd Phase completed between October 2015 and February 2016. PHD assessed 1455 UH&FWCs under Sylhet, Barishal and  Chittagong divisions in 1st phase, and 1319 UH&FWCs under Dhaka, Khulna, Rajshahi and Rangpur divisions in 2nd phase. From this involvement, PHD gathered practical knowledge on existing challenges and difficulties at UH&FWCs to access MNCRH services including gaps and loopholes between demands and supplies

Technical Assitance to IOM

Partners in Health and Development (PHD) has provided IOM technical assistance in Capacity Building of Rohiynga Leaders (Undocumented Myanmar National) and partner NGO Staffs during 2016-2017 through a series of capacity building interventions. Before the latest influx, the undocumented Myanmar Nationals (Rohiyngas) have been situated mainly in two unregistered camp and in temporary settlements at Ukhiya and Teknaf. The camp and the settlements have been managed by Block Management Committee (BMC) and Camp Management Committee (CMC) at camps and Para Development Committee (PDC) in temporary settlements. These committee leaders were mainly majhis – traditional Rohiynga leadership. To provide technical assistance in IOM overall capacity building framework, PHD has conducted a situational analysis through consultation with government and non-government actors related to Rohiynga populations. After that a series of technical assistance and capacity building services has been provided as follows-

  • Developed Code of Conduct (CoC) and Terms of Reference (ToR) for BMC, CMC and PDC leaders. The CoC was signed by the BMC and CMC leaders.
  • Provided leadership and negotiation training following the adaptive adult learning approach for 60 rohiynga majhis (CMC, BMC and PDC leaders)
  • Provided awareness training Gender Based Violence to CMC, BMC and PDC leaders
  • Provided Conflict Resolution Training to CMC, BMC and PDC leaders
  • Provided Project Cycle Management (PCM) training to 30 staffs from different national and international NGOs working in Cox’s Bazar
  • Provided Conflict Resolution training to 30 staffs from different national and international NGOs working in Cox’s Bazar

Technical Assistance of BARD, RDA and NILG

Partners in Health and Development (PHD) has conducted institutional capacity assessment with BARD, RDA and NILG and develop OD plan for improving their capacity and efficiency level towards sustaining the respective institution. After the capacity assessment PHD facilitated 2 training courses on Project Cycle Management for their Senior Management.

Technical assistance of Isphahani

Under the contract of Ispahani PHD provided TA to Islamia Eye Hospital in developing Strategic Planning and conduct climate survey with OD Plan for improving primary eye care and empowering them to contribute in the elimination of avoidable blindness

Gender Audit

PHD executed a gender audit to assess USCC-B’s implementation of gender policies and strategies across the organization and its projects.

Brief of Activities

Technical Support Through Local Experts for The Finalization of Polio Transition Plan and Health System Strengthening / Programme Support Rationale (HSS3/ PSR)

PHD completed a 3 months’ assignments from April 2018 to June 2018 providing technical support for the finalization of Polio Transition Plan and HSS3/ PSR. In this assignments PHD conveyed meeting with GOB high officials in MoH&FW including DGHS and Secretary brief them on polio transition as per WHO regional and global guideline. PHD also arranged meeting with concerned stakeholders within and outside to brief and explore on various option for polio transition. After consultation with GOB and relevant stakeholders PHD able to finalize the polio transition plan. PHD also provide support in getting approval of National Polio Transition Plan from the GOB. To finalization of HSS3/ PSR firstly PHD reviewed the existing draft documents for both of this two components in line with GAVI guideline and feedback. In this assignments PHD provide support in preparation and conduction of workshop for revision of HSS3/ PSR and also support in final documentation in coordination with government and UNICEF based Gavi feedback.

Technical Support Through Local Experts For Finalization Of Comprehensive Multiyear Immunization Plan Of Action (Cmyp) , And Review For Update Of TOR For NCIP

PHD completed a 1.5 month assignments for provide technical support to finalize cMYP and also update the TOR for NCIP. In finalization of cMYP PHD arranged consultative meeting for incorporating and receiving feedback from various relevant stakeholders on cMYP. After finalizing of cMYP PHD submit the document to ICC for approval. In this task PHD also provide support for review and update the TOR for NCIP. For completing this process PHD first review the existing TOR of NCIP, then PHD developed draft TOR based on WHO recommendation. Finally, PHD submit the final TOR for GOB approval.

Technical Support for Documentation of Country Success in Polio Eradication

PHD completed this assignment by maintained close collaboration with EPI, DGHS Team Leader, Immunization and Vaccine Development and NPOs WHO country office. At first PHD review the background documents and collect information on success and challenges of polio eradication. Besides attend meeting with GOB and other relevant stakeholders to get more information of the process. PHD Incorporating the comments of those meetings and made documentation of the progress.

Baseline Survey of Urban Sponsorship Program, Save The Children in Bangladesh

The baseline survey has been conducted to assess the situation regarding access to services related to pre-primary and primary education, child protection, maternal, newborn, child health and nutrition (MNCHN) services, and WASH facilities within the project area. The survey results will contribute to the overall project planning, implementation and evaluation in the project area. Key findings from baseline survey will be shared with relevant stakeholders (e.g. GO/NGO representatives) and used as evidence for the project’s advocacy initiative.

Baseline Assessment of Blood Collection and Demand System of District Health System

Provision of sufficient and safe blood transfusion in hospitals is an important health service. In order to ensure the safety of both the blood donors and the recipients, Ministry of Health and Family Welfare adopted Safe Blood Transfusion Program in 2000. Apart from the government facilities, a number of voluntary and non-profit organizations have been contributing to safe blood transfusion. This study aimed at assessing the dynamics of blood collection system in districts in Bangladesh and the demand for blood. In order to address the objectives PHD employed both quantitative and qualitative methods, during the period of November 2016 to January 2017.

Data was collected from 20 district hospitals, eight Upazila Health Complexes (UHC) and eight community clinics (CC) under sampled UHCs. Facility survey was done in 29 public and private blood centres. 24 donors were also surveyed from 20 districts. 104 in-depth interviews were conducted with blood donors, recipients, donor organization representatives, and personnel (e.g., Civil Surgeon or Residential Medical Officers). 18 focus group discussions were done with groups of managers and personnel of blood centres.

Analysis of Global and Country Leprosy Situation

Under the short-term contract with The Leprosy Mission International Bangladesh (TLMIB), PHD conducted Analysis of Global and Country Leprosy Situation. The Situation Analysis considered as a preparatory work to develop a background document on current global and country context along with the present position of TLMIB and other stakeholders, and the document provided appropriate directions to TLMIB in setting up its country strategies for the period of 2016-2020

UNFPA

PHD conducted a short term assessment naming “Assessment and Planning of health care options and financing” for health facilities in and around the camps and settlements registered refugees, UMNs, and host community members in Teknaf and Ukiya Upazila under the funding of UNFPA. The assessment was carried out between October to December 2017. These Rapid Assessment of 8 Health Facilities carried out in two phases- The First phase covered in three Health facilities and the Second phase covered another Five Health Facilities. Under this assessment the following actions performed by PHD-

  • The Rapid Assessment conducted in 8 Health Facilities and produced 8 separate reports to UNFPA on individual facilities
  • Under this assignment Gaps identified and conveyed to UNFPA in the areas of- i) HR, ii) Supply, and iii) Service providers’ knowledge and practices
  • Synopsis of assessment findings shared to UNFPA
  • Interventions recommended for PHD, i) Outreach Interventions by engaging CHVs, ii) Mentoring support to service providers, iii) Training for 16 Midwives
  • UNFPA influence to Health Sector requested in the area of- i) HR gaps filling, ii) Supply gaps reduction, iii) Midwives’ knowledge and skills improvement
  • Sample data collected, recorded and delivered to UNFPA according to agreed checklist

WHO

  • PHD completed an assignment from 10 June to 31 July 2018 to provide Technical Support to WHO for the finalization of Health System Strengthening/Programme Support Rationale (HSS3/PSR) proposal in Bangladesh
  • PHD completed an assignment from 20 July to 31 Aug 2018 to provide technical support to WHO through Local Expert to support the finalization of HSS3/PSR proposal, Comprehensive Multiyear Immunization Plan of Action (cMYP), and Review and update of TOR for NITAG in Bangladesh
  • PHD completed an assignment from 16 October to 29 October 2018 by maintained close collaboration with EPI, DGHS Team Leader, Immunization and Vaccine Development and NPOs WHO country office for documenting Country Success in Polio Eradication

Evaluation on Dutch Ministry of Foreign Affairs Co-Financing Scheme (MFS II) between 2012 and 2014- under collaboration with INTRAC UK

In collaboration with INTRAC UK, PHD conducted the evaluation on Dutch Ministry of Foreign Affairs Co-Financing Scheme (MFS II) between 2012 & 2014

  • As a first step of MFS II Evaluation in Bangladesh, PHD under the guidance of INTRAC conducted the baseline study on the initial capability of 5 selected NGOs- CDD, AOSED, SUPRO, PAB and VERC
  • Secondly in May-July 2014, PHD independently reviewed interim progresses of 5 agencies and assessed the progresses
  • Finally in September 2014, PHD along with INTRAC Team repeated Organizational Assessment (End Evaluation) of 5 agencies, and determined the impacts of Dutch Funding in enhancing the capabilities of the agencies

Program or Project Evaluation and Review

  • PHD conducted the End Evaluation of Advocacy for Empowerment (AEP) project implemented by The Leprosy Mission International Bangladesh (TLMIB). The evaluation was conducted during the period of August to October 2017.  The Evaluation Team carried out intensive field visits in AEP Intervention Areas of 5 PNGOs in 6 Districts. The Evaluation team carried out several meetings GOB, PNGOs, TLMIB project staffs and other stakeholders of the project
  • PHD conducted the Final Evaluation of Adolescent Livelihood Advancement Project (ALAP) of Concern Worldwide implemented in the South West Region of Bangladesh
  • Thirty two (32) Adolescent Resource Centres (ARC) under Adolescent Innovation and Opportunity Project (AIOP) of UCCB-Canada assessed to review the implementation process, strategy or approaches and to recommend more effective, efficient strategies for implementation including local resource mobilization
  • PHD evaluated Financial Compliances and Practices in Christian Aid funded ‘Promotion of Cultural Diversity and Capacity Building Project’ of SEHD
  • PHD conducted Mid-term Review of three MJF supported projects, i) Prevention of Human Trafficking and Reducing Violence against Women, ii) Prevention of Women and Children Repression enforcing their rights, and iii) CWFD’s project on Alokito Manush
  • PHD evaluated three projects supported by Bread for the World- i) Establishment of Human Rights by Reducing Family Dispute and Domestic Violence, ii) Slum Mother and Children Development Project (SMCDP) to assist Slum Dwellers, and iii) An Endeavour towards a Gender Balanced Just Society

Rapid Assessment and Mapping

  • PHD carried out a Rapid Assessment and Mapping in Five Cities (Chittagong, Sylhet, Khulna, Rajshahi & Barisal) under Urban Informal Economy Project of ILO to identify sectors and specific locations with a high incidence of Worst Forms of Child Labour (WFCL)
  • PHD conducted Rapid Assessment in 858 Community Clinics situated in Moulvibazar, Bagerhat, Patuakhali, Netrokona, Cox’s Bazar and Bandarban Districts, identified the present condition, and planned for improvement.

Health Mapping as a navigating tools for tracking Pregnant Women(PWs), Neonates and <5 Children

Preparation of Health Maps is an innovation of PHD in the Maternal, Neonatal and Child Health Program, which were developed practically at the village level by involving the Community People in a Participatory Rural Appraisal (PRA) process. In the last three years, PHD developed Health Maps for around 4000 villages of the catchments of Community Clinics in Moulvibazar, Bagerhat, Patuakhali, Netrokona, Cox’s Bazar and Bandarban Districts. In each and every CCs under 6 districts, PHD project team displayed the Health Maps, gave serial numbers to all households, marked households with PWs, Neonates and <5 Children with different colors of dots, and updated monthly in respective CG meeting.

Review, Screening and Evaluation of EOIs or Proposals

Under the contractual agreement with UNICEF, PHD screened 554 EOIs for HIV/AIDS Prevention Program (HAPP), assessed 153 organizations physically, and finally participated as a member on behalf of NASP-GoB/UNICEF of the ‘Panel Review Team’ to evaluate the proposals for PNS of HAPP Evaluate 47 proposals on HIV/AIDS submitted by consortium/ organizations

National Scale-up on UH&FWC Assessment

PHD, Simantik and ICDDR,B have jointly been conducting UH&FWC Assessment under National Scale-up Interventions of DG Family Planning with financial support of MaMoni HSS, Save the Children. The scale-up interventions launched on March 2015, and till the end of September 2015, a total 1455 UH&FWCs in all districts of Sylhet, Barishal and Chittagong divisions were assessed. The UH&FWCs assessment in remaining four divisions, Dhaka, Khulna, Rajshahi and Rangpur will be completed by February 2016.

Functional Competency needs & Gap Assessment

Under the stewardship of NASP and with support of UNICEF, PHD conducted Functional Competency needs & Gap Assessment for HIV/AIDS Targeted interventions (TI), where relevant TI Standard Operating Procedures (SOPs) in use across the various TI implementing agencies collected and reviewed; fact findings in existing practices conducted; gaps between practice and stipulated standard assessed and identified; and finally the gaps and needs recommended after having a consensus with relevant stakeholders. NASP published the report as a National Policy Document.

Research and  Study

  • PHD is executing a Study on Return of Investment (RoI) on the educational interventions under Phulki’s project ‘Saving Women from Unwanted Pregnancies and Unsafe MR’
  • PHD conducted a study to have a critical analysis on how the Community Action Groups (CAGs) are institutionalized and linked with other institutions for improving MNH Situation in MaMoni project of  Save the Children
  • PHD conducted a qualitative study for Marie Stopes Clinic Society (MSCS) to assess clients’ perception of quality of services provided in 5 ISO certified clinics in Dhaka, Feni and Chittagong

  • PHD conducted Base Line Survey to identify base status for setting program objectives of a new project of OXFAM-GB- “Social Empowerment and Rights”
  • PHD conducted Base Line Survey for MJF to determine the working areas of its indigenous partners
  • PHD assessed the baseline status on peoples knowledge and perception regarding quality health services in Bandarban Sadar, Rowanchhari and  Lama Upazilas  of  Bandarban District for Concern Universal supported project
